The Opinion proposes to adhere to political guidance, serve the overall situation, provide classified guidance, and systematically promote, comprehensively and deeply carry out national education on population aging, promote the integration of positive aging concepts and healthy aging concepts into the entire process of economic and social development, and make actively responding to population aging a consensus and conscious action of the whole society.

In terms of enriching the content of national education on population aging, it is proposed to study and implement General Secretary Xi Jinping's important discourse on aging work, strengthen research and interpretation, and promote popularization; Carry out education on the situation of population aging, education on aging policies and regulations, education on the concept of active aging, healthy aging, and traditional culture of filial piety and respect for the elderly.

In terms of carrying out national education on population aging in a classified manner, it is proposed to incorporate national education on population aging into the education and training content of party members and cadres, into the ideological and political education work of schools, into the courses of senior universities (schools) and senior science and technology universities, and into the promotion and education of socialist core values. It is required that civil affairs departments and elderly care offices at all levels strengthen comprehensive coordination, guidance, and promotion, and work together with relevant departments to do a good job in national education on population aging for key populations.
