Civil Affairs Bureau (Elderly Affairs Office) of each district, city, and Yangling Demonstration Zone:

In order to implement the important instructions of General Secretary Xi Jinping on aging work and the decision-making deployment of the Party Central Committee on deepening the implementation of the national strategy of actively responding to population aging, and continue to promote the construction of an elderly friendly society, the National Aging Office has decided to carry out the creation of a national demonstration elderly friendly community from 2025 to 2026. The relevant matters recommended for application in our province are hereby notified as follows.

1、 Quota allocation

From 2025 to 2026, the total number of application quotas nationwide will not exceed 2000, of which 74 quotas will be allocated to our province. The Provincial Aging Office has determined the application quota for various regions based on factors such as the number of elderly population, aging degree, number of urban and rural communities, and the development of aging work (Attachment 1). Among them, the proportion of rural community applications should not be less than 30% in principle.

The main body for creating national exemplary elderly friendly communities is urban and rural communities, and the applicant is the community residents' committee or village committee. Urban and rural communities that have been awarded the title of "National Demonstration Elderly Friendly Community" will not participate in the application and creation process again.

2、 Implementation steps

（1） Arrange deployment in a timely manner (May 2025). All regions should earnestly study the requirements for the creation of national exemplary elderly friendly communities, formulate work measures around the creation standards, scoring rules, etc., widely publicize and mobilize, expand the influence of creation activities, and mobilize and guide communities to actively participate in the creation work.

（2） Community voluntary declaration (June 2025). Eligible urban and rural communities shall, on a voluntary basis, develop a creation plan in accordance with the "Guidelines for the Creation of National Demonstration Elderly Friendly Communities (2025)" (Attachment 2), and fill out the "Application Form for National Demonstration Elderly Friendly Communities" (Attachment 3).

（3） Step by step review and reporting (July 2025). Each city will review the local application materials for creating communities, select communities with scientifically reasonable creation plans, and then fill out the "National Demonstration Elderly Friendly Community Creation Application Summary Form" (Attachment 4) on a city by city basis.

（4） Determine the creation list (August 2025). The Provincial Aging Office reviews the application materials submitted by each city and recommends them to the National Aging Office according to the procedures. The National Aging Office reviews the materials submitted by each province (region, city), studies and proposes a list of communities to be established, and provides feedback to the Provincial Aging Office. The Provincial Aging Office has announced the list of communities to be created and strengthened tracking and guidance.

（5） Provincial evaluation and acceptance (June August 2026). The Provincial Aging Office will establish an expert database, compare it with the national guidelines and scoring rules for the creation of demonstration elderly friendly communities, organize evaluations of the creation objects in various regions, research and propose a recommended list of national demonstration elderly friendly communities (with an evaluation score of 90 or above), submit it to the National Aging Office, and work together with the National Aging Office to collect typical cases of elderly friendly communities.

（6） National recognition release (September December 2026). The National Aging Office organized experts to conduct centralized evaluation and on-site verification of the materials submitted by each province (region, city), proposed the fourth batch of national demonstration elderly friendly communities list, and publicly announced it on the websites of the Ministry of Civil Affairs and the China Association for the Elderly. Based on the results of the public announcement, the list of national demonstration elderly friendly communities was determined, named and awarded, and typical experience promotion was organized.

3、 Job requirements

（1） Strengthen organizational leadership. Each region should take the creation of elderly friendly communities as a specific measure to actively respond to the national strategy of population aging. The creation of elderly friendly communities should be closely integrated with the implementation of activities such as the "Respect for the Elderly Month", the "Three Qin Silver Age Action", and the national evaluation of respect, love, and assistance for the elderly. Clear task division, strengthened departmental collaboration, and promoted standardized and high-quality development of the creation work.

（2） Strictly review and control. All regions should adhere to the principles of fairness, impartiality, and openness, and follow a bottom-up and hierarchical review process for application. They should carefully compare the creation guidelines, strictly control the creation objects, ensure that the application materials are complete, the procedures are complete, and meet the requirements, and strive to select all the communities reported by our province. For cities that are not serious and responsible in their work, have lax review and control, or have unqualified application materials, the Provincial Aging Office will reduce the application quota according to the situation and issue a notice of criticism.

（3） Strictly enforce work discipline. The recommendation work must strictly implement the spirit of the Central Eight point Regulation and its implementation rules, adhere to strict thrift, oppose waste, resolutely eliminate formalism and bureaucracy, and effectively reduce the burden on grassroots. We must strictly abide by financial discipline and regulations, and shall not collect fees in any form or disguised form. We should actively publicize the progress of activities and consciously accept supervision from the masses, society, and public opinion. Once any illegal or irregular behavior such as fraud is discovered, the Provincial Elderly Affairs Office will take serious action.

（4） Strengthen typical publicity. Each region should conscientiously summarize the experience of creation work and make full use of media such as television, newspapers, radio, and the internet to vigorously promote the experience of creation work. The Provincial Aging Office will recommend excellent communities to participate in the national demonstration of elderly friendly community creation experience summary and typical case promotion. At that time, all regions are requested to cooperate in collecting and submitting relevant materials.

Please submit the application form, application summary form, and relevant application materials on a city (district) basis before July 13th. Please name the community (village) creation application form uniformly as "Application Form for Community (Village) Creation in XX County, XX City", and save it together with the creation application summary form in the "Materials for Community (Village) Creation in XX City (District)" folder. All application materials must be submitted in Word electronic format and signed and stamped PDF scanned copies. Two copies of the paper version shall be submitted by mail; The electronic version shall be submitted via email.
